AdminCount keeps getting reset

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

We are running an Windows 2003 AD with the latest SP and patches. All our
users created prior to Oct of 2006 keep getting their admincount setting
reset to 1. If we clear this value and select the user to inherited, within
the hour the users admin coutn will be reset to 1 and their inheritance is
cleared. We have verified that the users are not affiliated with any of the
protective groups. All users created after Oct 2006 work fine.
Does anyone know what is causing this issue and how it can be resolved?
