File permissions

Hi,
We have Below equirement.
Create one Local user "user1" and the user should not have access to any
other folder except below mentioned.
the user should have only mstsc login .
Please give read access to folder
C:\Program Files\TEST\USER1
In this folder there are 2 files
1. example1.txt :- Needs read/write access
2. example2.exe :- Needs read/execute access
What permissions I have to give pls suggest
