wan links goes down? I can not have the POS terminal down for a few
minutes in case it need to reboot during such a situation.

Assuming that your domain allows cached credentials, after the first successfull login the same user should be able to login any time that he/she wants, but as I said you must have at least one successful login. The problem may arise if the App needs to force the contact with the DC to validations.

- Will the POS terminal in the store be able to connect to that stores
SQL server will the Wan link to the store is down?

They should be able to do that, one common way is to use a SQL account in an mixed SQL authentication enviroment where the Apps use a dedicated local SQL account to connect to the DB, but again the app may work differently.

- Would it be safer to add the domain controllers role to all store SQL
servers?

If you're referring to have a local DC to each location, then you can garantee that you always have a local DC to process the logans, but... if that Server fails as well? In situations where it's critical to have apps running that depend on other servers like SQL, you should also consider redundancy for those servers. It's a matter of down time vs money lost on that down time vs investment on that server redundancy. Also note that although it is possible, it's NOT recommended to cluster for example a SQL server that is also a DC.

- How much administrative overhead will such a setup create for the
sysadmin?
That will depend the requirements.

- How much traffic will this add the the wan links?
That may depend of the daily changes on the DCs and the SQLs, assuming that the SQL DBs will also replicate with each others in arround all stores.

- About 20 POS terminals per store

- Windows 2003 R2 servers, SQL 2005, XP embedded
- 384K Wan Links, E1 link to each Regional Office. Each week we have
several outages that can last from minutes to several hours

Questions:
- What will happen to the login times on the POS terminal when a store
