The best that I can come up with - as this request is a little ... well, I can't imagine what use there might be - is a Group Policy logon script that changes the machine's IP on behalf of the user. That would require that the users have permission to change the network configuration (= users need to be members of the network operatiors group on the machines). That might arise issues as they are then able to change their network configuration to whatever they want.

What is the main goal behind this action?
