Find out what DLL contains the text of that window (msgina.dll?) and edit the file in a hex editor to change the text. Can't guarantee that you can put a clickable hyperlink in it though. You are asking something that requires changes to the source code. Last I checked, MS won't give you source code unless you buy the company. MS doesn't give you that level of flexibility by just putting the text in a text file.
