The first time the user logs the user is prompted to change their password
since it is set to expired, the password last changed date is then set from
that point and 90 days from then it will be required to change again.

We are running Active Directory on Windows 2003 server. When we setup a
new user account, we also setup so that the users are required to change
the password at the next logon. We also have a policy for password change
every 90 days. If this new user does not login at all, does his password
expire after 90 days? Thanks.
