Using Group Policies to change permission for users in HKLM

Good Morning. I am trying to use WinExit to force my computers to logoff my
students and shutdown any open applications when they leave and forget to
logoff. I have configured and installed the WinExit screensaver and tested
it while logged in as myself (Administrator). But when my students are
logged in the system throws an error about "Make sure you have set values and
create subkey permissions". I pulled the fix from KB156677 and setup the
permissions for the local Users group to ahve both "SetValue" and
"CreateSubkey" permissions to the Control.ini file as indicated and when I
logon as a student and wait the specified period of time it now works.
I would like to now pull that registery key and push it out to all of my
computers that both Student and Teachers would use. Can someone help me out
and explain what I need to do this?
