Hello Dipti,
With ADSIEdit check to see if the attribute admincnt has a value other than zero. To inherit from the parent it needs to be set to 0 or not set. If not then the object is part of one of the built in protected groups. To see a detailed explanation check out the link below and look for the groups detailed

Note this is actually missing one of the builtin groups, replicator. This group membership will also cause the inheritance to stop.

I ran EXBPA today and found that inhertiable permission is blocked on
one of my storage group. After digging little bit, I see 8270 and 8315
Event IDs. So, I checked my AD for the OU where these particular users
are in question. It appears "allow inhertiable permission from parent
to propagate to this object" is set for the OU but not for majority of
the exsisting users in this OU but not the new users created in this
OU. I am not sure why this will happen. We have not blocked it.
Anyways, is there a automated process to turn this on for all users? I
already tried ADmodify tool, but as soon as ADmodify run into an
account which has this attribute tuned on, ADmodify stops processing
rest of them.
