actually that's not necessarily the case. For example, site link costs
also
come into play if a site does not have a local domain controller (e.g.
as
the result of its failure or simply based on an intended design) or if
a
domain controller at that site does not host all naming contexts that
are
being replicated. In such case, you might potentially have a few
remote
domain controllers that can provide site coverage or serve as the
replication partner to domain controllers at a down-stream site (via
site
link bridging), even if there are individual routes from one site to
another
(as long as there are several sites with domain controllers hosting
the same
naming context to choose from).

Site link costs are used when you have more then one route between
two sites, intersite replication occurs then on the one with the
least cost. So if i see your site setup, you have only one route
between your sites? The Active Directory Knowledge Consistency
Checker (KCC) considers a site link with a higher cost to be less
desirable than a site link with a lower cost. When multiple paths for
replication are available, the KCC prefers the site link with the
lower cost.

Hello:

I'm trying to understand site link costs. If you go from site 1 to
site 2 over a bandwidth of 56 kbps, is a lower site link cost
prefereable?

If you go from site 2 to site 3 over a T3 line, is a higher site
cost preferable?

If you go from site 3 to site 4 over a T1 line, is a higher site
cost preferable than that of a T3 line?

I know that the KCC prefers to use a lower cost. But, again, I'm
trying to understand what the best site costs are, depending on the
speed of the lines from site to site. Any insight that you can give
would be great!
