No logons if ONE DC is down?

Hello,
ok, I'm REALLY missing something here... I have a domain that originated as
NT 4.0 years ago and has been upgraded to Win2k8. I've notied, both under
Win2k3 AD and now still under Win2k8 AD that if my "first" DC is powered off
for any reason, people cannot log into the network....even though I have
another DC in the same physical site.
How can that be? Could be possible somehow that I have a legacy
authentication protocol configured as the only one, and the "first" DC only
does the authentications as it's the PDC emulator or something odd like
that??
