Delegate Permissions to add computer to Domain

Hi,
I am trying to delegate permissions to a small group of user to add
pc's to the domain.
I created a group and then delegated the right to add comnputers to
the domain at the domain level. Not for a specific OU.
The delegated permission does not work and access is denied to add
computers to domain. I have checled the security for this group under
the domain and the group has the permission to add/remove accounts
from the domain.
I have seen plenty of requests about this but definitive answers - any
ideas folks?
