You can also leave them there. Personally i prefer always clean overviews and only needed settings and not old one's.

AD Sites and services is used to point DC's to a specific
site/subnet, so that authentication from clients in that site choose
first the DC which is located in the site/subnet and if that one is
not available tries another DC. If not longer in use you can delete
it.

Greetings,
I'm in the process of cleaning up and redesigning my company's AD
typology, and one thing that I haven't found a suitable answer for
is, what to do with Sites that no longer contain a DC? Technically,
there is a physical branch office for a given Site, but DCs and
Subnets have all been moved elsewhere (Typically, any site with less
than 50 users and no secure computer room).
any reason for me to leave these empty sites in Sites and Services,
or is it safe to clean up?
