I am trying to follow your description but i can't. In my GPMC if i right click the DDP i do not see the "applied" and also no "modify".
Which version of GPMC are you using, choose HELP, ABOUT GROUP POLICY MANAGEMENT?

When i right click on Default Domain Policy (in the GPMC), i see that
the
second item
("applied") under modify is not checked...
And tt's the same thing for "Default domain controler policy" ...
Is it like that in your organisation ??

Is it by default apply althougt is it not checked ??

PS : "applied" is my translate for the french "appliqué"...
