If they are well connected then I can't see a good reason to get them to prefer one DC over another.
You can specify the DC, but this removes the benefit of multiple DC's,

The buildings are well connected (fiber connected, over 100mbs). The only
reason I can think of to create the new sites is to give me some
manageablitly over directing those subnets to use the specific DC. If I add
them to the existing single site, is there another way to tell subnets to
perfere a specific DC?

(>100Mbs). Clients will find the DC on their site (based on IP subnet). If
that is not available they will fall back to using any DC, but that's OK as
it will work and you will have time to get the DC back up.
