Thank you for your help.

What OS and Service Pack are you using to modify group policy?
I tried Vista SP1 with RSAT installed. Also, I tried member server Windows
2008 (version 6.0; build 6001; sevice pack 1) and windows XP and windows 2003
SP2

The group policy looks no different with windows 2003. The Prefrences do
not show up.

What am I missing?

To answer your last question, yes - you can disable a service through
group
policy. If you're editing the group policy, go to:

Computer Configuration\Windows Settings\Security Settings\System
Services
System services does not show in the GPMC console.

I have windows 2003 DCs and most XP SP2 PCs and several Vista computers.
