This can only be done by Vista SP1 with the RSAT tools installed, or on a Server 2008 machine with the Group Policy Management feature enabled. The best reference I can give is this KB:

to see that change on your Vista machine? Or are you trying to edit Group
Policy preferences from your Vista machines?
To answer your last question, yes - you can disable a service through group
policy. If you're editing the group policy, go to:
Computer Configuration\Windows Settings\Security Settings\System Services
