Group policy objects replication problem

I have 5 domain controllers and 1 of them have installed windows 2003
r2
rest have installed windows 2003 standar
all of objects replicate between DC except by group policy objects
using replmon tool option "Show group policy object status" appears a
version differences with sysvol

I used BurFlags D2 to fix sysvol but it doesn work

I received Event id 13565 ... When File Replication Service completes
the initialization process, the SYSVOL share will appear.
It's passed 2 hours and nothing

What can i do?
