Not Creating Computer Accounts - Strange Issue

I'm really struggling to find out why this problem is happening..

If i am reinstalling an PC and i delete it from AD before reinstalling it,
when i bring it back into the domain it sayd it has joined the domain
successfully but it does not create a computer object and i get errors in
the event viewer on the pc saying it cannot locate a dc after the pc is
rebooted. What i ahve to do is put the pc into a workgroup, reboot, rename
pc, reboot, rename back and then bring it back into domain. I sometimes have
to do this numerous times.

This only happens when the computer is being re joined to the domain as it's
previous name.

it doesn't happen if it is a new name.

We have 1 AD domain
8 sites.
each site has it's own subnet and dc's placed accordingly
DHCP point each client to the 2 dc/dns servers in its own site
ad integrated DNS
We have no errors in Replication etc
No errors in DNS

Any one ever seen this before?
