because the largest minimum password is 14. 15 is not accepted

We've changed the minPwdLength using ADSIEDIt and changed it to 15.
Since then, we get 1202 error:
1202 - SceClie - Security policies were propagated with warning. 0x57 : The
parameter is incorrect.
It goes away once we change it back to 14 or less.
Is there a work around this while keeping the minPwdLength to be 15?
