I installed the FSRM and can still create, delete and edit GPO's
without any problem. Tested with new and old GPO's also with closed
and opened FSRM console and expanded server manager role for FSRM.

Hi Paul,

found the problem. If you have the Resource Manager for Fileservices
installed, you receive this error message. After the uninstallation
of this role service everything works.

Everything is correct. The creation of GPOs doesn't work neither
