ADPREP /forestprep failure - directory service busy

Hello,

I am attempting to upgrade a W2k domain to W2k3.

I've followed all of the instructions in MS KB article 325379 for this
upgrade. All W2k servers are at SP4, no apparent replication issues,
etc.

When I go to run ADPREP /FORESTPREP from our schema master, the process
gets all the way to sch23.ldf. Then I get the following failure message:

The server side error is "The directory service is busy."

An error has occurred in the program
ERROR: Import from file C:\WINNT\system32\sch23.ldf failed. Error file
is saved in ldif.err.23.

Any input about this would be appreciated. Specifically, I'd like to
know:

(a) The cause

(b) Is it recommended to restore system state for this DC from tape?

(c) Is it OK to attempt ADPREP /forestprep again with no remedial steps?

(d) If "busy" message is accurate, how does one verify that DS is *not*
busy prior to running ADPREP /forestprep again?
