I would like to thank both S. Pidgorny <MVP> and Meinolf Weber for their
insight. I ran netdiag from the support tools and discovered that the
Primary WINS server was not contactable. From there I tracked down the
problem, the IP address for a server that was destroyed by lightning and
replaced with a new server and IP address was still listed for the WINS
server in the adapter we are using. I corrected that address, tested the
results, and all services are back immediately when power is restored to
problem server.

Sounds that your DNS setup is the reason. Can you please post an unedited
ipconfig /all from all DC/DNS machines here.
Did you check with dcdiag /v,netdiag /v and replmon from the support tools
against all DC's?

Whenever this particular DC is restarted after upgrading, certain
services do not restart or function properly because they rely on the
Users and Computers Active Directory. This DC replicates with the
other DC's in the domain, but after restart, it cannot find or resolve
the domain name. After about a half hour plus, active directory is
restored. It was not like this when this DC was brought on line 3 1/2
years ago.
