Hello Bradwin,
Sounds that your DNS setup is the reason. Can you please post an unedited ipconfig /all from all DC/DNS machines here.
Did you check with dcdiag /v,netdiag /v and replmon from the support tools against all DC's?

Whenever this particular DC is restarted after upgrading, certain
services do not restart or function properly because they rely on the
Users and Computers Active Directory. This DC replicates with the
other DC's in the domain, but after restart, it cannot find or resolve
the domain name. After about a half hour plus, active directory is
restored. It was not like this when this DC was brought on line 3 1/2
years ago.
