As far as I can see there is nothing that is explicitly denying write
permissions to the title property on any object above this ou or on this
particular ou. If it were then I would assume that even domain/exterprise
admins would not be able to change it either given explicit deny would
overwrite any allow permission. This user is not a member of anything other
than domain user and was only created for this purpose so it does not have
any other permissions assigned or denied anywhere. Cheers and any insight
would be great.

Permission is granted by going into ADUC in advance mode to the security tab
then to advance than add then on the property tab. Am I missing something or
is the title property one that requires another permission when done through
the gui?? The user is a standard domain account with view all properties
permissions and write permissions to title company and department. Company
and department can be changed fine just not title.
