Custom PassFilt.DLL in AD

just want to make sure from all that I've read -
For a windows 2003 AD, I must do the following two things ON EVERY
DOMAIN CONTROLLER:
1> Copy PASSFILT.DLL to C:\windows on EVERY DC
2> Add "PASSFILT" (no .DLL) to the "HKLM/System/CCS/Control/LSA/
Notification Packages" subkey
Is a reboot of the DC required for this change to take affect?
And, is it imperitive we make this change on EVERY dc or can it be
done on the PDC Emulator alone?
