You seize a fsmo role when a dc is no longer available and don't plan to
ever bring it back online. The RID Master is a fsmo role you can get
yourself into trouble if you seize and return this dc to service. In your
case you gracefully transferred the roles.

I never use the individual services I always create an mmc console and
package all the services I need to manage within this mmc. So I don't know
what in particular is wrong but just build yourself an mmc and you won't
have to worry about this quirk. Sorry that is about as much as I can help,
who knows what caused this to break.

I would run diagnostics against your domain if you seized just to be
safe.
If you need help on the commands let me know.

As far as the console issue try reloading the admin tools to see if that
helps.

I just built a new DC to take over the role as first DC in my domain. I
seized the FSMO roles of the previous DC and ran the dcpromo command.
The
new
DC is up and running fine other than i cannot open the sites and
services
console from the tab in administrative tools. It will open from the MMC
snap-in but thats it. Can someone please help me?
