I have recreated the OU, check the RSoP for OU1 even down to a
specific workstation. The results show that the screen saver with
password is applied but when I login to the workstation, the screen
saver password is disabled and available for user setting.

Any suggestion is appreciated.

The screensaver is a per-user thing. So, if you're applying this GPO to an
OU that doesn't contain any users, there's your problem.

Take a look at your OU hierarchy....and if you need different computers to
have different settings, no matter which user logs into them, look into
loopback processing for the specific GPOs.

Try posting in microsoft.public.windows.group_policy for more help.
