If it is only a dc (Not performing any other services), then you should be
able to clean up your metadata, re-install the o/s, promote the member
server and allow replication to populate the new dc. But I suppose the test
is specific on criteria.

Thank you for the link. That clarified it. If performing a full restore
after a server failure, there's no need to perform an additional system
state
restore in DSRM after a full restore is complete unless you're doing an
authoritative restore.
