No. ISA or similar is what you need.

We are trying to track where the user goes online and if they are
just surfing the net and not working. We currently don't have any
tracking software between the server and the internet. I know it's
bad practice, but higher levels think this isn't important. So
they are wanting me to track History for everyone and forward it to
him

To prevent profile problems on TS, normally you should cleanup the
profile
on the TS with this tool:

And the user profiles itself should be stored on a separate server.

Currently i have Terminal Servier on a Win 2k3 standard Server.
I'm trying to find a way to set up to delete temporary internet
files and IE history in a two week span. Right now, i am not
keeping any history on the Terminal Server. When the user logs
out, it wipes the history and internet files.
