you need to run and install gpmc.msc

This is the tool to use to create and modify domain group policies.
You will have a domain group policy for computers which is maybe where you
might consider setting this option.
The idea being is you need to create group policies, assign these group
policies to users, computers and/ or groups and then link the group policy
to your OU containers. You can link the policy at various levels of your OU
organisation depending where you want the domain group olicy to be applied,
however in your case it 'may' be best to apply a password pocliy to the
default domain policy.

How do I get to the Domain Level GPO? when I run gpedit and drill down
the
path, I see the 'enforce history' is already set to 24.
Not sure if I'm looking at differnet GP or maybe this one is 'applied'.
As you can tell, I'm not a MS guy... : )

You might want to consider combining it with enforced Minimum password
age
(the same location within the GPO Editor)
