Grant them Full Control to the disered share+folder.
If you want to be more specific, grant FC to the share and go into the
advanced security settings in the folder and grant the specific share setting.

There are many shared folders in my domain. Whenever the users want to allow
access of the shared folders to other users they will always have to refer
back to me(domain admin). Hence for flexibility i decided to dedicate the
ownership of each of the share folders to the appropriate user. These users
are having normal user accounts in my AD. I realise that their add button is
disabled when they try to add users to the shared folders. This is so even
after i have given them ownership through the ownership tab. What can i do so
that they can dedicate rights to users?
