ISA would be much better. IP addresses can be spoofed. And DHCP is
the way to go if you have more than a tiny handful of computers.

I'd personally think it was a lot of extra work. I'd just build
another server, dcpromo it, install WINS, and let DNS and WINS
replication do their thing, then get rid of the old server. There
should be no need for your server to have the same name as the
old one, and you can change your DHCP settings to give out the
new IP address to the clients.

Maybe. But if the hardware is sufficiently different, Windows
won't even run. Acronis TrueImage's latest version (Echo) and
the associated "Universal Restore" add-on, may help - but you
should test this first on spare hardware. Much depends on what
(and how much) hardware is being upgraded.

Note that this isn't an AD issue - I suggest you post future
similar questions in microsoft.public.windows.server.general.
