Adprep with Windows 2000 Domain - Schema Master issue



I was trying to prepare my Windows 2000 Active Directory domain for intergration with Windows 2003 and was running adprep /forestprep and got the following error:

"Schema Master did not complete a replication cycle after the last reboot"

I have two servers in the Windows 2000 domain.

I went in and confirmed that the Schema Master is also the:
Domain Naming Master
RID Master
PDC Operations Master
Infrastructure Master

This same server is also running as a Terminal Server if that makes any difference. It is also the server for Symantec Endpoint 11.0.

I forced a replication and confirmed with repadmin /showreps and I also confirmed that this server is the Schema Master with adsiedit.msc, but still I get the same error

I tried to move the Schema Master to the other server and got the following error:
"The current FSMO holder could not be contacted"

If I run dcdiag I see issues with "KnowsOfRole Holders" and "Systemlog"

Any ideas on how to fix this issue.
