You can use dcpromo /forceremove
Delete the object in Sites and Services too. Then use this to make
sure all references have been deleted.

You also want to seize any FSMO roles this was holding to another DC.
Make sure you have at least one GC running. If you have multiple sites, make
sure one is running at each site.
