I've searched all over the internet for a simple
tool that will take a workgroup local user account plus settings and
allow an administrator to move/convert that account to be used in a
new domain on the same computer.

Is it just me or is this "mission impossible?" The users are on
Windows XP and going to a domain profile locally via AD on an Windows
2003 Server R2.

This is always a PITA. I have to say that one of the few SBS wizards I
*love* is the Connectcomputer one, which neatly does this for you. However,
I also have no problem with creating a brand new profile and saying to
users "here's your clean slate - no whining" - I control most stuff via
group policy anyway, and I don't use the profile folders to store any data.
It's easy to copy out Favorites if you need to.

Use folder redirection for My Docs, Desktop, and Application Data so you
never have anything super important in the profile folders again.

Join the domain
Log in as the new domain user, and log out
Log back in as an account with admin rights on the box (not either user
acct, tho)
Go to control panel, system, advanced....in User Profiles, click the
Settings button
Select the domain user's profile, click on Copy To, and browse to the new
domain user's c:\documents and settings\username folder.
Click OK.
Click the Change button in Permitted to use and select the domain\username
account you just copied

Join the domain
Log in once as the domain user, log out
Log in as an admin, open regedit, go to the new domain account profile for
the user under HKLM\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\ProfileList\
Change it to the old local user's profile path.
Open Windows Explorer, go to the old profile path, and give the new domain
user account full permissions to all files, folders, and subfolders.
