My guess is you are attempting to use W2003 R2. You need to adprep with
Disk2

I am trying to add two new domain controllers for an existing domain, but
when I run dcpromo, the wizard reports that I must run adprep /forestprep
(which shouldn't be necessary as all of my existing DCs are WS2003).
When I go to an existing DC and run adprep /forestprep, the program
reports
that forestprep has already been completed.
I need to replace the existing DCs as they are near EOL and Dell will not
warranty them after April. Any suggestions?
