The funny part is that most of my staff home page is set a certain home page
set by GP (GROUP POLICY). Only when they installed yahoo messenger, it
changed the home page to yahoo and GP could not change it back. Is there a
way to enforce the GP?

This is a known behavior, you can achieve that the startup page always
opens with a login script that add's the page like this:
HKCU\Software\Microsoft\Internet Explorer\Main,Start Page =
http://www.google.com/

All my client machines are in the same OU where the GP is applied.

Computers are not in the OU where the policy is linked to. DNS
problem/misconfigured.

Even though I have a GP to have the home page of Internet Explorer
points to a certain page, some of my client machines are not. Any
suggestions?
