A local account will do exactly what you want. However if it is not an
option, you have less good options.
Setting the logon property on the account will not restrict access to
shares, just which servers the account can log on to.
You will also need to make sure the account is not in any groups that have
access to shares. If you have used Everyone, that won't restrict them. If
you have used specific groups it will,

network. Local account is not an option.
I dont want the account to access anything else on the network - network
shares and etc. I dont want to go around to each share and put a deny on

user account.

I have a vendor who would like access to one server and possibly others

manage the application. I only want to give him access to the server
