From your log results I'll assume that you've 1030, 1058, 1000 errors ineventlog, assuming that I'm correct check the following link:

computers that are running Windows Server 2003, Windows XP, or Windows 2000

Here it is...after googling some of this, it seems like people with this
problem are having group policy not applying issues, but I am not having
that problem. Policies apply just fine, just it never uses the default
profile to create a new one...

Yeah, i checked and it's on each of our 3 dcs (i do delete the local one
each time before trying) and it's still not pulling it from the
/netlogon/Default User

Hello,
Do you have more than one DC ? The default user profile need to be
replicated between DC.
Once logged, check with %logonserver%\netlogon\Default User (from start
/ run for example)
You also need to remove the local created profile before each try.
You can also turn on user env debug:

I have performed these steps:
Logged onto workstation, set up user profile as I wanted it.
Logged Off
Logged on as a domain admin
Used user profiles under properties of my computer to copy the profile
to
\netlogon\Default User
Set permissions to everyone
However, whenever I log in as a new user who doesn't have a profile it
is not using the default user profile to create a new profile...what
am i doing wrong? Seems like I did this once before and it just
started working for no reason a few days later...is there some kind of
sync issue maybe?
