Error creating Application Directory partition

Following error occurs when trying to create application directory
partition with ldp.exe utility from a remote computer:

***Calling Add...
ldap_add_s(ld, "DC=Test", [2] attrs)
Error: Add: Inappropriate Authentication. <48>
Server error: 8009030E: SecErr: DSID-031B065B, problem 4001
(INAPPROPRIATE_AUTH), data 0

Error 0x8009030E No credentials are available in the security package

1) Bind as currently logged in user (logged in as domain
administrator).
2) The same chain works locally on the domain controller.

Any help, comments would be much appreciated.
