I don't think that you can restrict this by using GPO.
Unless some custom ADM file out there

Currently I am not allowing students to dowload or install any apps
on
public
machines. However I need to permit the downloading and saving of
materials
that professors have posted to an internal website. I need the
ability

them to download .docs, .cabs, and .avi files to the desktop. I am
using
a
GPO to lock the machines but can't find a setting to allow these
exceptions.
