Are you trying to edit GPO's by editing files in the sysvol?
What exactly are you trying to do?

I'm logged on as a Domain Admin account from child domain which is also member of Enterprise Admins.
Notice that I can list and edit all files in \sysvol when using fqdn of a child DC, but not using fqdn of the child domain itself though it is pingable.

What are you logged on to the first domain as? An Enterprise Admin or Domain Admin?

Recently we have been unable to access \\child.fqdn\sysvol (like editing GPO) unless logging on to one of the child DCs. Error is "Configuration information could not be read from the domain controller, either because the machine is unavailable, or access has been denied".
Pinging child.fqdn works fine.
Strange thing is that \\dc1.child.fqdn\sysvol is accessible, and so is \\dc2.child.fqdn\sysvol. Permissions on the shares and GPOs are OK as far as I can see.
Everything else seems ok, replication, dns, netdiag, dcdiag....
