By default from GUI you CAN'T create containers, OUs inside Users Container.
If you have a Recipients container inside that container, that means that
someone (using a lowlevel editor like ADSIEDIT or Ldp, etc...) or some APP
created that for you, do you know why that "Recipients" container is inside
the Users container?
Why do you want to create another container Inside that one?

my bad i was not clear when i said i can no longer create Objects....
what i meant is i cannot create a folder object under users/
recipients.
when i right click to create a new folder the option is not there.-

AD was installed before i was hired by this company and many things
that were setup do not make sense. another person (helpdesk) still
does things the legacy method and he/she was trying to create a
container withing this folder to keep contacts in it. i recommended a
new OU structure but change is always almost never welcomed.
