Sharing account information between domains

Hi!
Does anyone know of a method or utility that will allow two separate
AD 2003 domains to share a common list of user accounts and passwords?
We want domain A to regularly perform a one way synchronisation of
ONLY usernames and passwords to domain B. Setting up a trust isn't a
viable option and for us, creates more problems than it solves.
We need both domains to remain separate but I can't find a way to do
this (simple?) task.
