Ok,
Security Settings are Applied, when a computer is restarted, Every 90
minutes on a workstation or server and every 5 minutes on a domain
controller.
So what is happening is that the DC is trying to refresh the GPO but can't
because of that access error. You already did all commun steps to try to
solve that, and according with your results everything should be fine, but
that's not the case, so you may want to try some alternetives.
Another thing that we don't checked yet is the clock, did you check if the
clock is synced with all other DCs (check that is important to have the
clock sync)?
For what policy or policies are you getting this error? I'm asking this
because you may also try to delete that policy that is giving you that error
and rebuild a new one, but DON'T do that now, I think that would be better
to try the all other options before and at the end if nothing solves that,
you may want to think about rebuilt a new one, of course you should analyze
what policie is giving youproblems, do backup, replicate changes and them
rebuild a new one.

I will try to dissolve the team this week. The DC's are at a remote
site so I will have to travel to get there. The Event logs are clean
of errors. Just standard informational entries. In regards to the
1030/1058 errors, they are not always every 5 minutes. sometimes
there will only be a couple entries in an hour. What is happening to
the domain controller that prompts it to display those errors and in 5
minute increments?
