in sites and subnet, the more precise subnet wins.
So you can use a very large subnet and then more specific one when a site got a DC

thanks much, that is much more clear. we will have a DC at each regional
campus (each campus will be a site) so i can do the whole class B for the
main campus site and then the subnets used at each regional for each of those
sites even though they will be a subset of the range at the main site. is
that correct?

For the main site to be the "default", assign it a subnet that will always
match, like 10.0.0.0/8

For the others, that's only interesting if you can bind them to a DC.
Just assign the minimum to get station using the DC you want. There is
nothing usefull in setting all subnet you have if you only have all DC at
the same site for example
