Hi,
That really does not make sense as there can only be one password
policy in a domain without third party password filter software.
Are you saying that you get a message that you are required to change
the password when you log in?
There is a difference between require password change and resetting a
password.
Why do you have to reset the password? Do you fail to login?

Strange indeed. What is your account lockout policy set at?
You mention you have to reset it when you reboot a DC, do you get the
same issue if you log into a different machine when you fail to log
into the DC?
