Should a DC resolve itself first in it's DNS?

Our DC which has all the FSMO roles takes ages to get to the control-alt-del
screen because it waits for DNS to start. The server it resolves first in
it's DNS settings are itself then our other DC in alternative. Is this
right? or should it resolve our other DC first so it can contact DNS and
get to the control-alt-del screen quicker?
