check your DNS setup
do you have multiple DNS servers?
are clients and servers pointing to multiple DNS servers?
are all DCs a GC?

Thank you for your prompt response. Well, I started seeing multiple error
messages after the power outage. Here are those error messages found in the
Event log:
1- " This computer was not able to set up a secure session with a domain
controller in domain zzz due to the following:
There are currently no logon servers available to service the logon request.
This may lead to authentication problems. Make sure that this
computer is connected to the network. If the problem persists,
please contact your domain administrator.
ADDITIONAL INFO. If this computer is a domain controller for the specified
domain, it sets up the secure session to the primary domain controller
emulator in the specified domain. Otherwise, this computer sets up the secure
session to any domain controller in the specified domain.
2- The time provider NtpClient was unable to find a domain controller to use
as a time
source. NtpClient will try again in 15 minutes.

except for the FSMO roles, there is nothing like master/backup DCs in AD.
All DCs are equal. In your situation I would not do anything and leave
everything as is. AD/DNS by default distributes the load between DCs in a
site.
What is the point of pointing everyone to one DC and not use the others?
