except for the FSMO roles, there is nothing like master/backup DCs in AD. All DCs are equal. In your situation I would not do anything and leave everything as is. AD/DNS by default distributes the load between DCs in a site.
What is the point of pointing everyone to one DC and not use the others?

The master DC and 3 more are located in Site A.
All other DCs are located at their respective Sites.
